A 58-year-old Virginia man was killed Tuesday morning when a stolen car ran into his vehicle at an intersection in Germantown. Seven minors were inside the stolen car, including a 13-year-old who was driving.
What happened: The crash occurred about 5:25 a.m. at Clopper Road and Great Seneca Highway. William Vance Payne II was driving a 2007 Toyota Matrix east on Clopper Road when a white 2015 Kia Optima traveling north on Great Seneca Highway entered the intersection and hit him. Payne was pronounced dead at the scene. Both vehicles were heavily damaged.
What’s important: The Kia had been reported stolen out of Germantown. It was carrying seven minors between the ages of 12 and 15, including four girls and three boys. The 13-year-old boy who was driving was taken to a hospital in critical but stable condition. The other six minors were taken to several area trauma centers.
What’s still unknown: The Montgomery County Department of Police Collision Reconstruction Unit is investigating. The investigation could take several weeks to months. Any charges will be decided by the Montgomery County State’s Attorney’s Office after reviewing the evidence.
