How the 311 System Works: Baltimore’s 311 service allows residents to report non-emergency city issues including potholes, broken streetlights, and missed trash pickup. Reports can be submitted by phone at 311, through the city’s website, or using the mobile app. The system tracks requests and assigns them to the appropriate city department.
