Maryland Attorney General Anthony G. Brown announced Tuesday that no charges will be filed against Salisbury police officers involved in the fatal shooting of a homicide suspect last November.

The decision follows a four-month investigation into the November 2, 2025 shooting death of David Evans in Salisbury, Wicomico County.

According to the Attorney General’s office, Salisbury Police Department officers were searching for Evans in connection with a homicide that occurred earlier that day. Officers located Evans around 7 p.m. in the driveway of a residence in the 700 block of Jefferson Street.

Evans walked to the front of a pickup truck parked in the driveway and placed a handgun on the hood of the vehicle. At the time, an uninvolved person was seated in the driver’s seat of the truck.

Officers moved to remove the individual from the truck before the situation could escalate further with Evans. Officers repeatedly commanded Evans to keep his hands raised and move away from the truck.

Evans did not comply with the commands. Instead, he grabbed the handgun, according to the Attorney General’s office. Multiple Salisbury Police Department officers then discharged their department-issued handguns, striking Evans.

Officers rendered medical aid until emergency medical services arrived. EMS transported Evans to a local hospital, where he was pronounced dead. No officers were injured during the incident.

A handgun was recovered at the scene near Evans.

The Attorney General’s Independent Investigations Division began investigating the fatal police-involved shooting on November 2, 2025, and concluded its investigation on March 11, 2026.

After evaluating all available evidence, the Office of the Attorney General determined that the officers involved did not commit a crime under Maryland law. The Attorney General has declined to prosecute the officers in this case.
